Poland has presented a proposal for new sanctions against Russia to the European Commission, including banning pipeline oil and diamond imports, as reported by

Reuters on Tuesday.

The proposal is expected to be the beginning of complex negotiations among the European Union's 27 countries, who must all agree to impose the new sanctions. The EU has already put in place ten packages of punitive measures against Russia since their full-scale invasion of Ukraine in 2022.

The proposed 11th package would focus on preventing circumvention of existing restrictions, specifically for spare parts and equipment used by Russia on the battlefield against Ukraine.

The Polish proposal would halt Russian oil imports through the Druzhba pipeline's northern leg to Germany, end imports of Russian diamonds and natural gas, including LNG, and limit nuclear energy cooperation. Germany and Lithuania support nuclear energy sanctions with leniency for countries like Hungary and France that trade with Russia. However, Hungary has thus far opposed sanctions on Russian nuclear energy, despite modifying its contract with Russia's Rosatom for the expansion of the Paks nuclear plant.
