Italy’s antitrust authority (AGCM) has imposed fines totaling almost €20 million ($21.7 million) on a ticketing firm and six tour operators for hoarding tickets to the Colosseum, limiting public
access to the historic site.
CoopCulture, which handled official Colosseum ticket sales from 1997 to 2024, received a €7 million fine for failing to block automated ticket scalping and for reserving a large portion of tickets for its own guided tour packages. According to AGCM, this practice made regular-priced tickets largely unavailable and pushed visitors to purchase more expensive ticket bundles.
Six tour operators—Tiqets International BV, GetYourGuide Deutschland GmbH, Walks LLC, Italy With Family S.r.l., City Wonders Limited, and Musement S.p.A.—were also fined. They allegedly used bots to buy tickets in bulk, then resold them with add-ons like guided tours or skip-the-line access, often at much higher prices.
